I guess they decided to boost ratings with the King of the Ring instead of a draft, or just postpone the draft as a later ratings spike.

The other possibility is that the WWE realised that the draft means very little, with guys jumping over all the time. Kane and Chavo Guerrero recently officially joined the ECW roster without an official trade/draft, Batista wrestles Shawn Michaels a lot, Jeff Hardy and MVP wrestled at Judgment Day, Jonathan Coachman got moved to SmackDown! as color commentator with no real explanation, The Highlanders appeared all over the place when Rory was healthy, etc.

There is no kayfabe need for a draft, as guys move about freely, and you can set up roster moves very easily. It'll just come down to whether or not the WWE feels like it needs a cheap ratings spike for the next three-hour edition of RAW, or something.
