No, he's not promoting anything, he's simply acting as a kind of billboard for positive thinking on weed, he's not saying anything, but he's been labeled as a pot head. But big deal. Why can't he be the pot head WWE Champion? Being high and getting high has always been part of his gimmick and part of his deal, WWE is just too scared to utilize that and make him more interesting.

It isn't the weed that is the problem, it is the fact he had any kind of drugs him. How is being arrested while high any different than flunking a drug test?
