I never really understood what PWI base their top 500 on. If it's based on wrestling ability/quality of matches, no one can possibly be nearly as off as they are on a yearly basis. Popularity as well.

I always assumed it was treated as if wrestling were unscripted, like a kayfabe top 500 in which case it makes much more sense.

You've got more WWE/TNA guys near the top because they are "in the big leagues" therefore likely "better" and such...
