He doesnt have anything to offer the WWE that the WWE doesnt already have or need. He had dozens of shots when he was in the company.
Say all you want, but if all the time they spent on him as a singles wrestler didnt make him then, then he certainly wont be made now.
The Dudleys are needed by the WWE to revive the weakened tag team division. They touch the belts and bring INSTANT crediblity to them. Simple.
