Besides the wrestling, the cruisers need strong characters to liven up that division. Chavo needs a nice long reign with plenty of clean wins to legitimize the belt. Rey is so over he overshadows the other cruisers; I'd let him wrestle outside the division for a while in order to let guys like Jamie Noble, Ultimo Dragon, and Shannon Moore get some of the spotlight. Is Nova still in the oVW? If he is, bring him up, just to get Chavo another contender for the title. And, it may sound weird, but I think Rico's ring style would work well as a CW. I'd have him doing some Richard Simmons workouts to make the weight (ala Jericho in WCW) and put him in the division just for the entertainment value.
Other than that, really liked your ideas.
