When I started to watch the WWF in 99, Michaels made rare appearances, even though he was the second biggest authority after the McMahons, but when Michaels did appear, something cool was going to happen.

Maybe if they gave an authority position to someone respected, but can't make regular appearances (like HBK back then) it might help things.
