For the PS3, you have to purchase the key in the PSN store (not the in-game RB music store). It's in the Rock Band Add-Ons section.
Gonna be deleting like 10 songs that I'll never have to play in RB2 (I'm looking at you Maps, Orange Crush and Outside).
