He'll need to rip the DVD files off of the DVD and place them on his computer via DVD ripping software such as DVD Fab or DVD Shrink.
The files will show up in different formats. All of the video files are labeled as .vob files. There will also be files pertaining to the menu, subtitles, and alternate audio tracks.
After he transfers / converts the files on to his computer, he can use a video editing program to create the clips that he desires. Most computers come with a free copy of Windows Movie Maker. It's not a horrible program, but it does have it's bugs. When I was running Windows ME and even XP, it often crashed on me when I tried to use it. Just remind him to save his work as he goes on and he shouldn't have any problems.
