You're missing the point that Super Crazy getting a push seemed like a pretty logical outcome of some of the positions he has been put in since signing with the WWE. They were just too lazy to pull the trigger.
Also, being a popular lucha star in America is like winning the Special Olympics how? They're both far more prestigious than anything you will achieve?
If he goes to TNA, he'd probably be able to use "Super Loco" as a name, unless he signed it away, but more important than the WWE controlling their trademarks is TNA's desire to create their own. Even if Crazy were allowed to use "Super Crazy," they'd probably come up with a new identity for him.
