I for one think he is a rubbish, not needed character, who has a shit power which was a very poor narrative tool which we know full well was only used to enable Hiro to return to the present. Its a shit power, for a shit character, who is portrayed also by a shit actor which was all a shitty part of the script that could've actually worked out better...oh I dunno...He gets trapped there for several episodes which effect the present? - That hasn't been done much in any TV show I have seen, they seem to focus on the butterfly effect every season, be good to expand on it, would look good with their budget too.

I guess what I'm trying to say is, I hope Sylar slices that piece of shit like grated cheese, takes his power, then never chooses to use it again out of my own hatred for it. That way the frustrational and methaphorical scar in my mind of Ando, his power, and that entire part of the story is kind of healed.
