Maybe not has-beens, per se, but I could definitely see an "anti-Legacy" stable kicking in -- based on the concept of hard work, and the like.

I'm not sure what is going on with Hardcore Holly, but for all of the things that make him an asshole, he is a pretty decent talent and someone that could play a very over part of the program. Sticking him in a tag team with Goldust would be hilarious, too. It'd actually have the straight man/comedic gold duality of a BookDust combination, too. Ted DiBiase could lead the group, furious that Orton kicked him in his head. Goldust thus gives DiBiase's "The Marine 2" a positive review when he looks at it in an issue of "Goldust in the Aisle."

CM Punk has seemingly moved on with his life after being kicked in the head by Orton, but Kofi Kingston could still use the exposure of a feud with Orton and co. If not him, then maybe Charlie Haas? He's experienced, now over, and has a past relationship with Hardcore Holly.
