They do that with every side character though. I haven't seen that episode, but until then, don't most Keith gags last like a second and usually involve him being Elliot's bitch? Even his last name, Dudemeister, was obviously written as a gag. I don't really think they ever really intended for this guy to anchor the show as the JD character. They will probably just make the show about Turk dealing with his divorce/the death of Carla or something.
