An ignorant, hot headed relic like Holly would have been of no use to WWE in any other role outside of the ring, and you can't argue his in-ring options at this stage of his career had been completely exhausted, so what else were they to do?
His longevity probably meant he was earning a fairer whack than he deserved too, too much to even keep him around in a humble jobber role. You might think "heartless bastards, he's been there for 15 years!" but how many of those years has he actually been a productive member of the roster? He's more than outkicked his coverage with a 15 year run, I don't blame them whatsoever for this decision, I'm just surprised it's taken this long.
