Finlay, to a degree. He's a more polished worker, but he doesn't have the image the WWE really want to promote for ECW right now. They're going to use him to make Swagger a star. Also, Finlay is probably slightly below Swagger's level on the mic. Yeah, Swagger has a lisp, but he's a good talker otherwise.

Mark Henry is not better than Swagger. Maybe a little better than him on the mic. Maybe.

Tommy Dreamer is more experienced, but he's old, and his story is leading up to him either winning the ECW Title in June, or not. Him being ECW Champion now would be pointless. Dreamer is probably a better talker, but he's had years more experience in front of crowds.

Chavo Guerrero has really improved on the mic, but probably is around Swagger's level. In the ring he's more experienced, but the WWE obviously doesn't want to use Chavo credibly.

The Miz has improved so well, but his personality just hasn't quite developed to the point where he can be taken seriously as a top star. His ring work is probably below Swagger's.

John Morrison is a maybe, but he's caught up with other things. He really doesn't seem like a good fit to be ECW Champion right now. He should be building towards other things. Morrison is entertaining, but it comes from a different place other than specific mic skills or ring skills.
