I think they had enough top guys, and borderline guys to push here. RVD would have shown up anyways. He'd have been just as over, and he would have gotten a chance.
Jericho would have been the next big push, and gotten the attention he deserved.
Angle would have been continually elevated. Same with Benoit. Even Kane could have gotten a run finally.

There were plenty of other potential guys to push, like Rhyno and Raven, and the singles careers of E&C Jeff and Matt.

I'm also almost positive WWF would have tried like hell to get Booker and a few others from WCW anyways.
