No, it doesn't. Wait and see can be used as a cocky prelude to "I told you so," it can be used as legitimate advice ("Will we be playing football this Friday?" "I don't know, wait and see how the weather is."), among others.

That's your opinion of Burchill, and that's fair enough. Hell, you may be right. We'll see, though.
