I really don't see how that it's it's ripping off the Office at all. From the character description

Leslie Knope (Amy Poehler), a "mid-level bureaucrat in the Parks and Recreation Department of Pawnee, Indiana"[6] who hopes to advance her career and improve her town, while working towards her goal of becoming the first female president.

it doesn't sound like she is in a similar position at work, despite having a similar job title. It's hard to tell what's "funny" right now because there isn't a context for the show. No episodes have been aired. All you have is a premise, but really you have no way of telling if anything is actually funny at this point.

If anything is trying to make it seem like the Office, it's the obvious mockumentary style, but the Office did not invent that.

I can't think of any really hilarious Amy Poehler skits on SNL, but I also can't remember thinking she was terrible either. I do not know who the guy you mentioned is.
