Smackdown.

Best move is tough. There were a number of good moves.
Still, I think Jericho to Smackdown may be the most immediately successful. That instantly places him as a top dog there, since he's already established, and now along with Edge he pretty much runs that show.
Seeing them work together should be great.

But, the best move in the long run may be CM Punk to Smackdown. In that, he'll be a much larger fish. Whereas he ranked down the list on Raw, he is now in the top 5 of the main event hierarchy, if not higher.
It should be a great place for his character to begin elevating to main event status, and become an established star. There'll be more time for him, and more focus on him. Hopefully he'll get some mic work, since he'll be working with Edge and Jericho. Also, his match quality is gonna go up bigtime.

The same things I spoke to for CM Punk apply to John Morrison. If they book him a bit stronger, and add a mean streak to his character to make him a more legit threat, everything else should fall into place.
Naturally, he ranks pretty high up on Smackdown now compared to his stints on Raw. He should be looking at consistent uppermidcard status, and I think they could do a lot with him as an IC champion. They certainly have the talent on the show to elevate him....

and the IC belt itself benefits greatly. It is in a good position to return to a level of importance. It's on Rey, who like him or not, is a good thing for the belt. He's very popular, and a big star.
It's also now on a show that isn't clogged with 10 main eventers who are above holding it. It will remain in uppermidcard status and occupy some real prominence on the card now.
There's a great pool of guys who are on the perfect level for that strap, and I think it will be put to good use there, like the US championship was for most of it's stint on SD.
I also don't think guys like Jericho and Jeff Hardy are going to see it as below them to work with the uppermidcard and the IC title.
