Yes, he was. Well, I think it was actually the writers that pulled him, because they had a meeting once and said "This guy isn't ready." Vince then flipped out and said "If he isn't ready, why the fuck are we using him?" This freaked Stephanie McMahon out a bit, who was trying to push Daniel "Dan Rodman" Rodimer as her pet project at the time, despite him being far too green, as well.

Jerry Jarrett also brought Kozlov to the WWE's attention, I believe. I remember hearing that Jerry's relationship with TNA was damaged greatly because he chose to show Kozlov off to the WWE, instead of TNA.
