Rock was absolutely over before, but I feel his fued with Foley got him over as a main eventer.
It started in the early fall for the number one contendership, and carried through up until a few weeks before Wrestlemania.

If you look at Rock as IC champion going into Summerslam that year, and then look at where he was 2 months later while fueding with Foley for a title shot, he had really elevated.
Also, when The Rock first won the title it was a bit awkward. It was awesome, but he still seemed a bit out of place. I feel it was his several month fued with Mankind including the Royal Rumble title match and Halftime Heat that really got him over as a champion, and solidified him as a main eventer.
Before that he was just a very over midcarder.
