I would say a definite yes, unless he gets suspended for like another 2 years or something.
As for the Vikings picking him up I doubt that, they already have an inaccurate scrambling QB why add another one that's been out of the league for 2 years? I wouldn't be surprised to see him jump on as a back-up somewhere and be a versatile player rather than just a QB.
