The Nazi Party never received over 50% of the vote in Reichstag elections. They had to form a coalition government with smaller parties. And Hindenburg only reluctantly appointed Hitler as Chancellor because he had just dismissed the previous chancellor after about a month in office. He put Franz von Papen as Vice Chancellor in order to "control" Hitler.
