It's their intent to fuck a 13 year old girl though. If the decoy starts the conversation, then I will agree at least to some extent that it goes a bit too far. If the guy sees a profile of a 13 year old girl and PMs them, starts talking about sex and things they wanna do to them and then comes to the house that they expect them to be, they are officially a pedophile... whether there was a real "victim" in that very instance or not.
Should they just watch the guy and wait until he finds an actually little kid and fucks them? He obviously is out to do just that if he is PMing girls he thinks is 13 and trying to come over when their parents aren't home to do this stuff he's gone into detail about.
