I voted Loose Cannon simply because my answer could not fit into any of the other ones.
I can't say yay, nay, or don't care. I do care, but if Jeff Hardy pulls a Chris Benoit (a man who I thought was going to go into the Hall of Fame) then he would have Benoit'ed himself.
Let's not even go that extreme.... Let's say Jeff Hardy pops on a drug test. Three strikes, he's out. The only HoF salvation he would have would be as a tag team.

However- If plays by the rules then there is no doubt in my mind that he could go into the Hall of Fame solo after he calls it quits.
