It's a bit of a grey area, but taking a guy down and keeping him there is octagon control. If your man can't get back up, or get the advantage position, he is losing the round on that scoring criteria. If he is really doing nothing then the stand-up rule comes in. I think as long as a guy is on his back, and trying to work subs, he is basically trying to counter his opponents dominance. It is not an offence to clinch, fall back with him in your guard and work a submission.

Also, every time he didn't get a submission, it was due to the work of the dominant fighter.

It isn't much fun to see for a whole fight, and it isn't favoured upon regarding rankings, but if you don't allow your opponent to do anything to you, then you are going to win. You could argue that if the guy on the bottom took more chances, he could pull out a win, but then he might get caught and subbed or KO'd.

Basically, I think it's fair.
