I think his relationship with the WWE is probably the biggest obstacle. They do love him, and whenever Jeff Hardy wants a payday, I can imagine he'd be able to call Vince and say "Hey man, want me to jump off a ladder at the next PPV for a bit of cash?"

I'm sort of hoping that they manage to get Jeff Hardy back on a part-time basis for WrestleMania 26: Edge & Christian vs. The Hardy Boyz, perhaps for the Unified WWE Tag Team Championship. Add that to Shawn Michaels vs. Triple H, The Undertaker vs. Chris Jericho and CM Punk defending the World Heavyweight Championship against a top face (dare I say it, perhaps 2010 Royal Rumble Winner John Cena), Money in the Bank, and you've got half of your card set.
