I don't think TLC, Street Fights, Hell in a Cells or Elimination Chambers work as pre-arranged concepts. They should stem out of feuds, when appropriate. Do an Elimination Chamber when there are so many guys after a World Title. For example, right now on SmackDown! you've got an arguable main event scene of CM Punk, Jeff Hardy, Matt Hardy, Tyson Kidd (holds a pinfall over then World Heavyweight Champion Jeff Hardy), The Undertaker and John Morrison. If those six men all went for the World Heavyweight Title at the same time, an EC might make sense. Otherwise, just don't use it.
King of the Ring should have never left, and should replace one of their shitty PPVs no one cares about. If they give the King of the Ring winner a Summerslam World Title match of their choosing, it might help to get the PPVs to feed each other, and make KOR events a bit more important.
If they want to change around PPV names to generate interest, scrap Armageddon and call the December PPV Starrcade. There you go. Have it feature a War Games match. It can be set-up through Survivor Series, with the traditional elimination matches.
There's also the Scramble Match strategy they used for Unforgiven last year, which I didn't think was too bad. You can expand that to encompass a lot more championships. Maybe feature five Scrambles, with the WWE Title, World Heavyweight Title, ECW Title, IC Title, US Title and Women's Title being defended in them. You can space these out by having a Unified WWE Tag Team Title match and Divas Title match between them. Maybe a grudge match between just two guys, as well?
If they're looking for themes, a RAW vs. SmackDown! PPV event could be pretty fun.
