He was our first try at an exclusive American villain. being that he was awesome and legitimately scary, we Americans pussied out to "protect the kids". That's why he went comedic in Season 3. Whenever we made our own villains they had some comedic slant since, except for the dude in DinoThunder who fairly owned.

I did like how they had his brain pulsating in the movie.
