Hell - even as Sherrif, The Rock can just cut satellite promos from his home or something. Once or twice a month, he can then show up live.
From a financial standpoint, The Rock doesn't need the WWE. From an ego standpoint however (i.e. the 'limelight' and 'face pop'), it's addicting. Also - being on WWE TV could help him with his movie career (since it keeps him on TV).

But cutting promos from his home isn't going to give him that adreniline rush that being in front of a live audience would.
Plus, even if he only shows up once or twice a month (which he doesn't have time to do even if he wanted to) thats still two or three times a month he has to travel to some arena, deal with the WWE crap, deal with airports and all the crap that goes into travelling.
The comparison to Hogan isn't fair. Rock has been successful in Hollywood, Hogan never was. Thats the difference, Hogan still needed wrestling to be in the limelight, whereas Rock doesn't.
I already touched on the fact that he probably will sign some type of deal where the WWE promotes his movies, and he shows up for a match once a year at Mania or whatever.
At this point Rock totally doesn't need wrestling, anything he does in the business is just because he really loves the fans. But the thought of him coming back for ANY steady role on TV is absurd at this point.
