I wouldn't call Fallout 3 (or Oblivion) 1st Person RPGs, they just happen to have that viewing option.

Not all JRPGs have that anime look, actually very few do. They do share uniform styles because of their origin, but there is a difference. Final Fantasy games don't look like anime, for instance.
