Pretty much. There are a couple of non-Force sensitive folks who have them in the expanded universe (I believe Boba Fett had one at some point), but they use them more as just a means of showing off. They're just really really impractical weapons unless you have the precognative powers to block lasers and stuff, so unless you're a Jedi, you're better off just shooting from behind cover.
