I realised why I never saw the APC as I flew around the city. It's in a garage.
If you want the APC, it's in a garage at the LCPD station on the upper right corner of the middle island. It's south of the furtherst north bridge to a bridge.

While in Free Mode I came across a vehicle I didn't know was included in the DLC. I found a police motorbike. Never seen it in single player though.

I think TBoGT is a mash up of Vice City and San Andreas. It's got the Over the Top missions of San Andreas but with the rainbow colours, clubs, partying, music and that vehicle I mentioned above, it's like Vice City. Pause the game and wait a few seconds. Music starts playing. That music plus the look of the pause screen, when the map isn't on screen, really makes it feel like it's VC.

The image saying "it's over" also appears in-game if you look at the billboards in star junction. I don't think we'll see a new Vice City or San Andreas. I think, if they revisit an old area, it will be one town from SA. Maybe Los Santos or Los Venturas and just make it a full blown city rather than a tiny area of a whole state.
