Anyway, not really gonna go into the whole debate but all those teams that can't do anything now and aren't putting any money into the team will still be the same if there is a salary cap. Salary cap doesn't force them to be competitive at all. Nothing will change unless they put in a salary floor as well.

The idea of only one repeat winner in 9 years doesn't reinforce your point. The issue is that one team can spend far an above what anyone else can spend and not really be affected when they spend poorly. See, Carl Pavano and Kei Igawa.
A salary cap doesn't force teams to be competitive but puts teams on a semi legitimate playing field, which is more than the nothing we have now
