Maybe you are right in a way because uTorrent is probably forcing you to upload so that everyone shares but I only use version 1.5 so that I don't have to upload. This allows me to download at the max speed as long as there are an optimal amount of seeders. I updated once and when I set my upload limit to 1kb/s the download speed was crap and when I set the upload to a higher number it didn't help much. So the problem would be with uTorrent because that's not how the internet works.
You ever notice when you upload something then surfing and downloading seems considerably lower? When you are uploading you are sending data to another computer and when you are downloading, the data is being sent to you. It's all using one connection to your PC/home. Imagine the internet traffic from and to your computer like 4 lanes of a highway. 2 lanes going and 2 lanes coming. If you take over 3 or all 4 lanes for downloading then it will be faster. If you can only have 2 lanes then the flow will be slower.
