I counted 15 on my playthrough. At one point, there were 3 side by side. 2 walking back and forth and 1 crying right in between them. Such a bitch.

I found it easiest to just grab the gas cans and toss them over the ledges near the car. Then just shoot up with a shot and speed fill the car with them. It helps if you play a lot of scavenge though too.
