The Rock was on SmackDown! a few weeks ago. Granted, it's not likely this match will happen. But does it even need to be at a WrestleMania? It's a long-shot even for this, minus The Rock's involvement, but if they run with this "conspiracy" angle (which I really, really doubt they will), John Cena would be made into Vince McMahon's "Corporate Champion" (for lack of a better term). Cena could then start ripping into The Rock in promos, talking about how he turned his back on the WWE and such. Cena does movies AND keeps the WWE audience happy.
You could run an angle on The Tonight Show or something, where Dwayne Johnson promotes his movie at the same time John Cena promotes a WWE Film or other WWE-related project in the second act. Cena could then rip into The Rock there, saying that he had to leave because he has to film for Daycare Guard 2, and he's afraid of being in the same place as Cena.
Run the match at fucking The Bash and I think it would get people in the mood.
