Stop trying to differentiate between something. There's no difference between what you described and a pedophile. By law, they are pedophiles. Every single one of them. There is no 'pedophile teenager clause' that excludes them because the girls were 13 and not 12. There is no difference mentally between a 12 year old girl and a 13 year old girl. They fall into that category because people of that age are not old enough to fully understand their emotions or that people will use them and manipulate them to get sex. There is a point when you are old enough to decide if you want to have sex. 13 is NOT old enough.

They set it up because if they didn't get these people, the odds are good that they might go out and meet up with a real underage person and have sex with them.
