Well, it's also there to expose new talent to the mass audience without throwing them right onto the main show. With a roster the size of WWE's, this can be crucial.
It also allows upcoming talents to build up a history within the company. Morrison and Punk are perfect examples of this. Them being ECW champions gave them more credibility when they moved up than they would have had otherwise.
