As a Bills fn, I can tell you that NO, he does not use 3 DEs. He Rushes the front 4 only, and drops 7 back in coverage.

You have the DEs to make it work, but like you said, they need to get pressure or else they are just going to be like the bills, bend but dont "Break" defense. No one will break the big one, they will just average 6 yards a carry and dink and dunk to a TD.
