Basically. The reason there's no point in bitching, is because 5 maps are easily worth $15. To refuse to buy it just cause they tacked on a couple extra bucks is nitpicking. You're going to play the game regardless, and depriving yourself of more content that could possibly refresh the game for you, just because they charged a few bucks more than it was worth... that's just dumb.
