 The fans wanted Benoit to win the title, and he was hot during his entire run from winning the Rumble to winning the title at Mania. Fans were not craving HBK/HHH anymore than they were for Benoit. Raw felt that Michaels and Trips was worth more airtime, and thus put that at the forefront of the 2004 programming.
It wasn't due to lack of popularity for Benoit. You mean to tell me people were excited to see a feud that was about to round its second full year over a guy who had just won his first ever world title?
