It's a way for the franchise to make more money. Typically it happens after the team builds a new stadium, helps offset the construction costs. Each seat has its own personal license which needs to be purchased by the season ticket holder. It's a one time purchase for the season ticket holder and once that license is purchased the ticket holder can then sell that license. Then the new license holder can began buying season tickets from the franchise.

Pretty much its a way for franchises to pay off the huge constructions debt they create by building ridiculous state of the art arenas/stadiums. I think they realize the licenses scare away a lot of "average Joe" fans but franchises are pretty confident the seats will be scooped up by corporations looking to impress clients/suppliers/whatever for whatever reason. I'd imagine AssMan grandpappy's seats where pretty nice to be going for having a seat license of $80,000 in this economy.

As much as people want to complain about this and say it sucks it is what is. Sports are a business, so if you want to see a good team on a consistent basis in person be prepared to pay a ton of money. Or be prepared for it not to happen - because good teams don't tend to have inexpensive tickets with a lot of openings
