What exactly is he World Champion of if people beat him? They aren't on the same show, so it's not likely Orton is getting the next title shot (not considering the draft here). It serves no purpose for Orton to win clean.

Swagger losing makes the belt look meaningless and him [as the champion] look weak. He is not being built up to "reach the next level" and trying to "earn respect," he is the World Champion.
