It seems to me like they don't develop characters much at all, then they push them into the main event and THEN start to develop the character and expect us to already love/hate them because they're a top guy now. Yea, that was my point exactly. You can't be emotionally invested into a guy when there's nothing to emotionally invest into. Right now, I am hoping to God that they don't blow their load with Orton. He is, by and far, their most over face. They need to have his rise back to the top be a slow and steady journey. But, knowing the booking team, they will put the strap on Orton before the summer.
