It may be a bit of both, as it's been a number of years since I was anywhere around Kane, but I do remember having a photo with him and him not being too much taller than I was.
I don't think Kane is near as tall as he's billed. If you look closely at his boots, it's pretty clear the soles are "lifted" to make him look taller.
