Shelton was on ECW and got supplemented to Smackdown. He's pretty low on the totum to be honest.
He wrestles a good deal, but since he doesn't have top billing or any kind of fued going on I don't think it's suprising that he goes a couple weeks without being on TV.
Not everybody on the roster is on TV every week
