Kane comes to mind as someone who deserves a World Heavyweight Title run. CM Punk also deserves to be a World Champion again. Give him the WWE Title. Christian is another person I'd love to see with the WWE Title.
In the mid-card, Dolph Ziggler definitely deserves to have a nice run as Intercontinental Champion. Daniel Bryan, for his ring work alone, deserves a US Title reign, too. I'd find it interesting that he was mentored by Shawn Michaels and William Regal, and yet neither would have held the US Title.
This might stir a few people, but this is just my personal opinion, so go fuck yourselves. I would not mind a title reign for Chavo Guerrero on SmackDown!. I'm not sure which title. The realistic sense I have suggests an Intercontinental Title reign -- but Chavo is so very talented in the ring, he's getting better on the mic, and he's got a kayfabe excuse to get far (Vickie Guerrero). I would not mind seeing him win a rigged match for even the World Heavyweight Title. I think it would get massive heat, and Chavo could cut promos about how he's the greatest Guerrero of all-time. People will hate it, but they might tune in to see Chavo get his ass kicked. It doesn't need to be a long angle or anything.
William Regal, despite having his demons, is someone else that I could deal with a World Title reign for. I liked his General Manager/King gimmick, and felt that Regal winning the WWE Title at this point in time really would have worked. I always felt that was the plan, and that he would only be dethroned when Punk decided to cash-in Money in the Bank against him.
Dolph Ziggler, Zack Ryder, MVP and John Morrison all deserve something somewhere, too. Ziggler and Morrison are good enough for the main event right now, but they're just sort of directionless.
