The fans want to cheer him and they hated him as a goody two-shoes face. This current incarnation of his character is just the obvious answer to the problem.
Still, the fact that he's going around stunnering...Errr...RKOing everyone, is now clearly in a feud with the authority, and has been turned face with his heel attitude makes it more similar than most.
