Hmm, I might have given Osborn the edge if in his Iron Patriot/boss of HAMMER guise, but if we're talking purely as the Green Goblin, I'd probably give it to the Joker.

He's arguably crazier and more more of a psychotic killer (not that Osborn isn't one), which would probably be an advantage.
