Very tough one to call.

As other people have stated, Joker is a lot smarter than he appears, and has staged some mastermind plots in his time. Osborn's plots have been much grander, and impressive, but they are all based on thinking five steps ahead of his opponent, and predicting their moves. Not something you can do with the Joker, since he is utterly unpredictable.

So I'm going with Joker.

Although if it's Iron Patriot Osborn, Stormin Norman takes it no contest.
